CCCEU Comments on EU Acceptance of Volkswagen's EV Price Undertaking

The China Chamber of Commerce to the EU (CCCEU) takes note that on 10 February, the European Commission accepted Volkswagen (Anhui)'s price undertaking for exports of battery electric vehicles, allowing the relevant model to be exempted from countervailing duties provided that the minimum import price conditions are met.
On matters related to price undertakings, the CCCEU Automotive Working Group has recently held a technical dialogue with the EU side on the guidance document of EV price taking offers. Chinese electric vehicle manufacturers are currently assessing and considering whether to submit their own price undertaking proposals individually to the European Commission, based on their respective business situations.
In this context, the Chamber highlights the importance of clear and equitable procedures in handling price undertaking proposals. The CCCEU also invites the EU side to adhere to the principles of fairness, transparency, and non-discrimination in the assessment and implementation of price undertakings, treating Chinese enterprises on an equal footing. Given that Chinese companies' exports to the EU are often more complex and involve multiple models and business structures, the Chamber further recommends maintaining close and constructive communication with companies to ensure that the arrangements are practical and predictable.
The CCCEU will continue to act as a bridge, supporting constructive dialogue between enterprises and the EU side, and promoting stable and sustainable cooperation in the electric vehicle sector.
