On 19 May 2025, the Automotive Working Group of the China Chamber of Commerce to the EU (CCCEU) convened a roundtable meeting in Brussels to engage in in-depth discussions on the development opportunities and compliance challenges faced by Chinese new energy vehicle (NEV) enterprises in Europe. Representatives from multiple member companies attended the meeting and exchanged views on operational realities, policy trends, response strategies, and enterprise needs in a candid and pragmatic manner.

The meeting noted that as Europe accelerates its efforts in local manufacturing, green transition, and industrial restructuring, the NEV sector is experiencing unprecedented policy shifts and market pressure. The EU's imposition of anti-subsidy duties on electric vehicles imported from China has significantly impacted enterprises in terms of exports, pricing strategies, local investments, and supply chain deployment.

During the discussion, company representatives shared updates on their business presence in Europe, progress in market expansion, and localisation plans. Several noted that since the duties came into effect, their sales pace, distribution network development, and production planning have all been disrupted to varying degrees. As a result, many have been compelled to adjust their strategies—restructuring product offering and enhancing regulatory responsiveness.

At the same time, enterprises reported facing multiple compliance challenges in their daily operations, including adaptation to GDPR, carbon emission requirements in supply chains, battery regulations, the Foreign Subsidies Regulation (FSR), and complex certification procedures. Some participants proposed the establishment of a more systematic mechanism for policy interpretation, information dissemination, and compliance support in the medium to long term, in order to respond to EU policy changes in a timely manner and mitigate legal and market risks.

The meeting emphasized the importance of encouraging greater collaboration among companies and sharing practical experiences. It also called for smoother channels for communication between businesses and relevant stakeholders, in order to consolidate enterprise feedback and promote the creation of a more equitable, transparent, and predictable business environment in the EU. Participants unanimously agreed that on the basis of maintaining open markets and fair competition, green cooperation and industrial alignment between China and Europe should be further advanced.

This meeting provided an important platform for dialogue among members of the CCCEU Automotive Working Group and laid the foundation for further pragmatic cooperation and policy coordination.
