CCCEU Statement on the European Commission’s In-Depth FSR Investigation into Goldwind

The China Chamber of Commerce to the EU (CCCEU) takes note of the European Commission’s decision to open an in-depth investigation under the Foreign Subsidies Regulation (FSR) into Goldwind.
The CCCEU expresses serious concern and strong opposition to the EU’s repeated and disproportionate use of the FSR to scrutinize Chinese-invested companies. Chinese enterprises have become the primary targets under the Regulation, facing frequent investigations that disrupt their normal business operations and create uncertainty in the EU market. Since the FSR came into force, Chinese companies have suffered direct and indirect losses amounting to billions of euros. This ongoing pattern of scrutiny is deterring Chinese investment and limiting fair access to EU public procurement.
Chinese companies continue to play a key role in supporting the EU’s green and digital transitions. The CCCEU calls on EU authorities to exercise restraint, apply the FSR fairly and transparently, and engage in constructive dialogue to ensure a level playing field that promotes innovation, investment, and sustainable growth.
