The CCCEU's comment on the EU's proposed packaging rules

 

SCMP: The proposed EU packaging rules would require mirror clauses on recycled plastic packaging from non-EU markets. Given the substantial trade flows between the EU and China, it's thought that this could affect Chinese companies significantly. Does the CCCEU have any comment on this?

The CCCEU: We have taken note of the media coverage surrounding the EU packaging regulations concerning recyclable plastic packaging from non-EU countries.

While we see the potential benefits of advancing recycled plastic technology and expanding the market for sustainable environmental development, we also acknowledge the need to remain mindful of possible trade disruptions and cost increases due to overly stringent packaging requirements. We hope for increased dialogue and communication between EU policymakers and stakeholders.

Furthermore, we also express our hope that the European side will adhere to WTO rules and uphold principles of fairness and non-discrimination, refraining from erecting market barriers that hinder non-EU producers.

Background: Media outlets reported on March 13th that France had made a late request during negotiations on EU packaging legislation for the inclusion of a "mirror clause". This clause will require non-EU producers to match standards applied to recycled plastic packaging in Europe. Should the recycled plastic not meet the same standards required of producers in the EU, it would not be permitted to enter the single market, threatening huge disruptions to global trade.
