CCCEU Statement on the EU's Anti-Subsidy Probe into Chinese EVs

Brussels, October 4, 2023

China Chamber of Commerce to the EU (CCCEU) expresses strong dissatisfaction with the European Commission's initiation of an anti-subsidy investigation into Chinese electric vehicles (EVs). Our concerns arise from the absence of substantive complaints from the EU industries, raising doubts about the necessity and fairness of this investigation. Furthermore, insufficient consideration has been given to the investigation's potential adverse effects on the EV industrial supply chain, China-EU trade relations, and global green objectives.

This investigation sends a discouraging message to Chinese investors in the EU, contradicting the EU's own objectives, such as promoting the EV sector under the "European Green Deal." The selective targeting of Chinese EV producers and the exaggerated portrayal of the "threat of injury" from Chinese exports to the EU market overlook the mutually beneficial nature of global EV supply chains. This not only hinders fair competition but also harms the shared interests of the EU and the global automotive industry. We express deep concern over these protectionist tendencies and the growing politicisation of the EU's business environment.

Amidst global climate challenges, the Chinese and European EV industries are committed to green transition and climate neutrality. The CCCEU urges the EU to conduct an impartial evaluation of Chinese companies' contributions to EU and global climate goals. We look forward to increasing collaboration between China and Europe in supply chains and R&D, fostering a greener economy, including the EV sector.

The chamber will closely monitor the proceedings of the investigation and expects the European side to ensure fairness, full rights for Chinese enterprises to defend themselves, and a fair, non-discriminatory, and predictable market environment.
